Google Ads for lawyers: structure, tracking and budget maths

Short answer

Google Ads works for law firms when each practice area gets its own campaign and budget, because clicks for personal injury can cost more than twenty times as much as clicks for estate planning. Add a long negative keyword list, track calls as well as forms, and import signed cases back into Google Ads so it bids for clients, not clicks. In the US, run Local Services Ads alongside Search where your practice area qualifies. Keep every ad inside your bar or regulator’s advertising rules.

Google Ads for lawyers means paying to appear at the top of Google when someone searches for legal help in your area. Set up badly, it burns budget fast, because legal clicks are expensive.

This guide is for managing partners and marketing leads at firms in the US, the UK and Australia. It covers campaign structure, keywords and negatives, call tracking, offline conversion import, Local Services Ads, budget maths and the advertising rules.

What legal clicks cost

Legal clicks are some of the most expensive on Google, and the spread between practice areas is huge. Here’s what Semrush showed for US searches in October 2026.

These are averages. Your real cost depends on your city, your Quality Score and your competitors. But the shape holds. A personal injury click costs roughly 27 times an estate planning click.

Structure campaigns by practice area

Give each practice area its own campaign with its own budget. If divorce and personal injury share a budget, Google spends it wherever conversions look cheapest, and you lose control of which work comes in.

Inside each campaign, build ad groups around intent. A divorce campaign might split into “divorce lawyer”, “child custody lawyer” and “divorce mediation”. Each ad group sends traffic to the matching practice-area page, not the homepage.

A few settings matter more than most:

  • Location: set targeting to Presence, not the default Presence or Interest. Google’s location options explain that the default also reaches people who’ve only shown interest in your area.
  • Ad schedule: run ads when someone can answer the phone, or route out-of-hours calls to an intake service.
  • Brand: run your firm’s name in a separate campaign so its cheap clicks don’t flatter the practice-area numbers.
  • Networks: switch off Display expansion in Search campaigns.

Keywords and negative keywords

Start with phrase and exact match on searches that show a need for a lawyer: “[practice area] lawyer”, “[practice area] attorney near me”, “[problem] solicitor [city]”. Add broad match only once conversion tracking is feeding real signed cases back into the account.

Negative keywords protect the budget. Legal searches attract job hunters, students and people looking for free help. A starter list for most firms:

  • free, pro bono, legal aid (unless you take legal aid work)
  • jobs, salary, careers, paralegal, internship, law school, how to become
  • template, form, sample, DIY
  • court records, case lookup, news, lawsuit settlement amounts
  • other firms’ names that keep appearing in your search terms report

Check the search terms report every week for the first two months. Google’s negative keyword guidance is clear that negatives don’t match close variants, so “lawyer jobs” doesn’t block “lawyer job”. Add the variants yourself.

Call tracking and lead qualification

Many legal enquiries arrive by phone, so tracking forms alone undercounts what’s working. Google Ads can count calls from ads and calls from your website as conversions when they last longer than a minimum length you set. Set that length long enough to skip wrong numbers and sales calls.

But a long call isn’t a client. Lead qualification is where most legal accounts fall down. Your intake team should mark every enquiry with four things: practice area, jurisdiction, whether the matter is one you take, and outcome (consultation booked, retained, declined).

Keep matter details out of Google Ads. Record the stage, never the facts of the case.

Offline conversion import: bid for signed cases

Offline conversion import tells Google which clicks became paying clients. Without it, Google’s bidding chases whatever converts most cheaply, which for lawyers often means people wanting free advice.

There are two methods. With GCLID import, you store Google’s click ID with each enquiry in your CRM and upload conversions later. Google’s offline import FAQs allow uploads up to 90 days after the click. With enhanced conversions for leads, your site sends a hashed email when the form is submitted, and you upload the same hashed email when the lead converts. That window is 63 days.

Create a conversion action for each stage: qualified enquiry, consultation held, retained. Give retained the highest value. Google suggests uploading daily for at least one conversion cycle before letting a new action drive bidding.

Our view: for any firm spending more than a few thousand dollars a month, offline import is the single change that matters most. A firm bidding on form fills will get more form fills. A firm bidding on retained clients gets clients.

Local Services Ads (US first)

Local Services Ads appear at the top of the results and charge per lead, not per click. In the US, Google lists lawyer categories from bankruptcy and family law to personal injury and immigration.

To qualify, Google’s screening and verification requirements for lawyers include identity verification, professional liability insurance and a state bar licence check for each lawyer in the firm. The badge was called Google Screened. Google has since moved all advertisers to a single Google Verified badge.

Read the lead rules before you opt in. If you accept general lawyer leads, Google says any law-related enquiry is chargeable. You can flag poor leads, but automatic credits aren’t available to EMEA advertisers.

Outside the US, availability is narrower. Google launched legal LSA in London in September 2023. Australia isn’t on Google’s current list of LSA countries.

Advertising rules for legal ads

Google bans ads for bail bond services outright. Most other legal ads are allowed, but your regulator’s rules apply to every headline.

In the US, ABA Model Rule 7.1 bans false or misleading communications, and your state bar may go further. So treat “best”, “guaranteed” and past-result claims as high risk, and check your state bar’s rules before using them. Rule 7.2 requires the name and contact details of a responsible lawyer or firm, so put them on every landing page.

In England and Wales, the SRA Code of Conduct requires publicity to be accurate and not misleading, including about charges. A “no win no fee” headline needs a landing page that explains what the client might still pay.

In Australia, the conduct rules ban false, misleading or offensive advertising, and only accredited specialists can use that phrase. Queensland is the sharpest case. The Legal Services Commission’s PIPA guideline names “paid search result promotions” among online personal injury advertising that must meet PIPA’s limits. A Queensland PI firm should take legal advice before running search ads at all.

A worked example of the budget maths

This example is hypothetical. The conversion rates are assumptions for illustration, not benchmarks.

A US family law firm puts $6,000 a month into a divorce campaign. At an average CPC of $9, that buys about 666 clicks. If 8% of clicks enquire, that’s about 53 enquiries. If 40% are qualified and book a consultation, that’s 21 consultations. If 30% of those retain, the firm signs about 6 clients.

So each new client costs just under $1,000 in ad spend. Whether that’s good depends on your average fee and your margin, which only you know.

Now run the same $6,000 on personal injury at $131 a click. That’s about 46 clicks a month. Too few for Google’s bidding to learn and too few to judge. That’s why PI firms usually need far bigger budgets, or lean on Local Services Ads.
