How to choose a digital marketing agency in Singapore

Short answer

Decide your goal, budget and channels before you talk to anyone. Then shortlist two or three agencies of the right type and ask the same questions to each: who does the work, who owns the ad accounts and data, how results are tracked and reported, and what the contract locks you into. Score every answer on the same table so the choice is based on evidence, not the best pitch deck. Treat grants as a possible bonus, never the reason to sign.

Choosing a digital marketing agency in Singapore is mostly about asking the right questions in the right order. Most agencies sound the same on a sales call.

This guide is for SME owners and marketing managers hiring an agency for the first time, or replacing one that didn’t deliver. It covers what to decide first, the types of agency, the questions that expose weak ones, pricing models, red flags, grants and AI search. There’s a scoring table at the end you can use as is.

Decide three things before you shortlist

Know your goal, your budget and your channels before the first call. Without them, every agency will sell you what it’s best at, not what you need.

Your goal should be one sentence with a number in it. “More enquiries” is a wish. “30 qualified enquiries a month for our aircon servicing” is a goal an agency can plan against and be measured on.

Your budget has two parts. There’s the agency fee, and there’s the money that goes to Google, Meta or TikTok as ad spend.

Your channels follow from how your customers buy. Someone searching “emergency plumber Tampines” wants a search ad or a strong Google result. Someone who doesn’t know your product exists yet is easier to reach on Meta or TikTok.

The four types of agency, compared

Most options fall into four groups. Each suits a different business, so pick the type before you pick the name.

In our experience, the type matters less than the size of the team relative to its client list. A 10-person agency with 15 clients can give you real attention. A 10-person agency with 80 clients cannot.

The questions that separate good agencies from the rest

Ask these five questions on every call. The quality of the answer tells you more than the portfolio does.

Ask who exactly will do the work on your account. Ask for names and roles. If the person pitching you will never touch your campaigns, you need to know who will, and how much experience they have.

Ask who owns the accounts. Your Google Ads account, Meta Business account, Google Analytics and Search Console should be in your name, with the agency added as a user. Google’s own guide to access levels explains that only Admin users can add or remove people and unlink manager accounts. You want to hold Admin access yourself. If an agency builds everything inside its own account, your history walks out the door when you leave.

Ask how they report. You want the numbers that matter to the business (enquiries, bookings, sales and cost per result) rather than impressions and clicks alone. Ask to see a real report with the client’s name removed.

Ask what the contract says. How long is the minimum term, what’s the notice period, and what happens to your content, ads and accounts if you leave?

Ask how they track results. A good agency will talk about conversion tracking on calls, forms and WhatsApp clicks before it talks about creative. Tracking is what lets you judge whether the money worked.

For SEO specifically, Google publishes its own list of questions to ask an SEO, including whether they follow Google Search Essentials and whether they’ll share every change they make to your site.

Pricing models and what they mean for you

Agencies in Singapore usually charge in one of four ways: a monthly retainer, a percentage of ad spend, a fixed project quote, or a mix. None is automatically better. What matters is that you can see exactly what you get for the fee.

Retainers suit ongoing work like SEO and social media. Percentage of spend is common for paid ads. Fixed quotes suit websites, where the scope can be pinned down upfront.

For reference, our own pricing is public. SEO and GEO retainers start from S$1,500 a month with a six-month minimum. Paid ads are a one-off S$300 setup plus 15% of monthly ad spend, with a S$1,000 minimum spend and a three-month minimum. Websites are a fixed quote after a free consultation. Red flags to walk away from

Some warning signs are worth ending the conversation over.

A guarantee of first place on Google is the biggest one. Google itself says no one can guarantee a number one ranking. Other flags are accounts set up in the agency’s name, long lock-in contracts with no exit, reports that never mention enquiries or sales, and a vague answer to “who does the work”.

Be careful with very cheap packages, too. If the price looks too good, ask what’s left out.

Grants: useful, but never the reason to sign

Grants can lower the cost of some projects, but they shouldn’t decide which agency you hire. Approval is never guaranteed, and it’s the government agency that decides, not the vendor.

The rules are changing this week. The Productivity Solutions Grant (PSG), Enterprise Development Grant (EDG) and Market Readiness Assistance (MRA) cease on 29 September 2026. From 30 September 2026 the EDGE Grant from Enterprise Singapore replaces them. It supports up to 70% of qualifying costs for SMEs and up to 50% for non-SMEs, up to S$100,000 a year across all activities, and it pays out on a reimbursement basis after the project is completed and paid for.

That last point matters for cash flow. You pay the full amount first and claim later. Any agency that promises you’ll get a grant, or prices its work around one, is overstating what it controls. Our grants page explains how we handle this.

How AI search now factors in

More buyers now ask ChatGPT, Perplexity, Gemini or Google’s AI Overviews for recommendations before they search. Your agency should have a view on how you appear in those answers, which is what generative engine optimisation (GEO) is about.

Google’s guidance is that there are no special requirements to appear in AI Overviews or AI Mode beyond normal SEO best practice. So be wary of anyone selling a secret AI trick. The work is clear, well-structured pages, consistent facts about your business across the web, and content that answers real questions.

Ask each agency one test question: “What do AI tools say about us today, and how would you measure a change?” If they can’t answer, they’re not doing GEO. A scoring table you can use

Score each shortlisted agency from 1 to 5 on every row, multiply by the weight and add it up. Adjust the weights to your goal, but decide them before the calls, not after.

Here’s a worked example. Agency A scores 5, 5, 4, 3, 4, 4 and 2, for a total of 66 out of 80. Agency B has a stronger portfolio and scores 2, 2, 3, 5, 2, 3 and 3, for 44. B gave the better presentation. A is the safer hire, because it wins on the rows that protect you if things go wrong.

Our view: the first two rows decide most outcomes. They’re also the hardest to fix later. When an agency holds the accounts, a client who leaves can lose years of campaign data. It depends on the channel and scope. SEO is usually a monthly retainer, paid ads are often a percentage of ad spend, and websites are usually a fixed quote. Ask for fees in writing before you commit.

Should I hire one full-service agency or several specialists?

One agency is simpler to manage and makes channels easier to coordinate. Specialists can go deeper on a single channel. Choose based on whether you need one channel done very well or several working together.

How long should an agency contract be?

In our experience, paid ads can be judged within about three months. SEO and GEO usually need at least six. Be cautious of contracts much longer than the time needed to see results.

Can I use a government grant to pay for a marketing agency?

Possibly, depending on the project and whether it qualifies. From 30 September 2026 the EDGE Grant replaces PSG, EDG and MRA. Check with Enterprise Singapore, and don't sign anything on the assumption that a grant will be approved.

Is a Google Partner badge important?

It's a useful signal but not proof of fit. Google's Partner programme requires a minimum level of managed ad spend and certified staff, so it shows activity and training. It doesn't tell you who will run your account.
