Facebook lead ads: Instant Forms vs click-to-WhatsApp, and how to judge the leads

Short answer

Facebook lead ads collect enquiries inside Facebook and Instagram, either through an Instant Form or by opening a chat in WhatsApp, Messenger or Instagram Direct. Forms give you a contact record. Messaging ads give you a conversation, which is cheaper but isn’t the same thing as a lead. Judge both on cost per qualified lead, not cost per result, and send your sales outcomes back to Meta through the Conversions API so it can find more of the people who actually buy. And follow up fast. Meta itself says quicker follow-up can improve lead quality.

Facebook lead ads, now usually called Meta lead ads, let people enquire without leaving Facebook or Instagram. You choose between a form and a chat, and that choice decides what you actually get for your money.

This guide is for owners and marketing leads in the US, the UK and Australia who want lead ads that turn into customers. We’ll use numbers from a real account to show where the comparison goes wrong.

Two kinds of Meta lead ad

Meta lead ads come in two kinds: Instant Form ads and messaging ads. Both sit under the Leads objective in Ads Manager. The difference is where the person ends up after they tap.

With an Instant Form, a form opens over the ad with the person’s name, email and phone number prefilled. They answer your questions and submit. You get a row of contact data.

With a messaging ad, the person lands in a chat with your business on WhatsApp, Messenger or Instagram Direct. Meta’s help page on lead generation in messaging apps lists three chat templates. “Start conversations” shows a few icebreaker questions, then hands over to you. “Automated chat” asks qualifying and contact questions in sequence. “Partner app” connects a third-party chat tool. The click-to-WhatsApp version runs in Facebook and Instagram feeds, Stories and Marketplace, according to WhatsApp Business.

Instant Form types: more volume or higher intent

Meta offers three Instant Form types, and the default is the one most likely to fill your CRM with junk.

“More volume” is the default. Meta says it’s designed so people can submit quickly on mobile and you get more leads. “Higher intent” adds a line under the contact fields saying your business may follow up, plus an extra review screen where the person confirms their details. Meta says these features help you avoid submissions from people who are only marginally interested. “Rich creative” lets you add brand colours, images and extra text.

One catch with higher intent: Meta says it only delivers to Facebook Feed and Instagram feed on mobile. It won’t show on desktop.

Our view: for any business that has to phone, quote or book every lead, start with Higher intent. One extra tap costs you some volume. It saves your sales team hours of calling people who don’t remember filling anything in.

Qualifying questions that actually filter

Prefilled fields get submitted without thought. Custom questions are where you filter.

Use multiple-choice questions that sort people into buckets you’d treat differently. Service type. Timeframe. Location or postcode. Budget band, where it’s legal and sensible to ask. Meta’s guide to asking the right questions suggests questions by goal, such as “When are you looking to evaluate a service?” for B2B.

Some questions are off limits. Meta’s list of prohibited questions bans asking for things like account numbers, criminal or arrest history, and financial information including income, credit score and debt status. US attorneys, UK solicitors and Australian lawyers should also check their own professional rules on soliciting before writing a form.

Keep it to two or three custom questions. Each extra field is one more reason to abandon the form, so each one has to earn its place.

Speed to lead: the part most accounts get wrong

The cheapest fix in lead ads is calling back faster. Meta’s own best practices for responding to leads say that cutting the time to follow up can improve lead quality.

Meta recommends three things. Collect leads through an integrated CRM or Meta’s Leads Centre, not manual CSV downloads. Schedule ads to run during business hours if your follow-up needs a human. And use lead nurturing, which starts a follow-up chat on Messenger, Instagram or WhatsApp after someone submits a form.

There’s also a deadline. Meta’s page on expired leads says leads can only be downloaded for 90 days after submission. If nobody connects a CRM, older leads simply disappear from the export.

CRM sync and the Conversions API

The Conversions API for CRM sends what happened to each lead back to Meta, so it can optimise for people who become customers rather than people who fill in forms.

Ads Manager offers several performance goals for lead ads, set out on Meta’s performance goals page. “Maximise number of leads” goes for volume. “Maximise number of qualified leads” goes for people likely to convert after submitting.

The qualified leads goal changed this year. Meta says that from April 2026 it’s no longer available for new campaigns without a Conversions API integration, and existing campaigns are affected from August 2026. Meta also reports that lead ads using the Conversions API for CRM with the qualified leads goal saw 21% lower cost per quality lead than those optimising for leads alone. That’s Meta’s figure, not an independent one.

The bar is real. Meta’s developer guide to the CRM integration asks for at least 200 leads a month, data uploaded at least daily, the Meta lead ID stored in your CRM, and a target stage that happens within 28 days. Smaller accounts still gain speed and reporting from a CRM, even without the volume to train on.

Cost per lead vs cost per qualified lead

Cost per lead is what Meta charged. Cost per qualified lead is what a real prospect cost. Only the second helps you set a budget.

To work it out, define “qualified” before you launch. For a clinic it might be “booked a consultation”. For a B2B firm, “had a discovery call”. Then divide spend by that number, not by Meta’s results column.

Worked example (hypothetical)

A US home services company tests both formats for a month.

The form campaign spends $3,000 and gets 100 leads, so $30 per lead. Their team reaches 70 of them and 35 book a site visit. Cost per qualified lead: about $86.

The click-to-WhatsApp campaign spends $1,500 and gets 300 conversations, so $5 each. Most stop after one message. 20 book a site visit. Cost per qualified lead: $75.

The messaging campaign wins here, but by $11, not by the $25 the headline numbers suggest. Flip the follow-up quality and the answer flips too.

Our numbers from Arché Academy

On paper, messaging is about nine times cheaper. But a messaging conversation isn’t a lead. It’s someone who opened a chat, which can mean a single “hi” and nothing more. A form lead is a parent who confirmed a name and phone number. The two costs measure different events, so they can’t be compared directly.

The messaging test is also small, at S$42.78. It’s enough to say chat is worth testing further. It isn’t enough to say it beats the form. The full story is in the Arché Academy case study.

When each format wins

Choose Instant Forms when every lead needs a call, a quote or a booking. Choose messaging when people want to ask a question before they commit, and someone can reply quickly.

In our experience, running both side by side for a month is the cheapest way to find out. Just track them to the same qualified stage, or the test tells you nothing.
